According to the official blog, anime director Umetsu Yasuomi updated the information about his original anime movie project “Kiss and Cry”. He has been working on this project for ten years and still been negotiating with potential sponsors. He posted three sketches of the characters drawn seven or eight years ago.

Synopsis:
It’s a human drama & action anime. Serial bizarre murder cases have been terrifying the citizens but the police’s investigation has run into difficulties due to the mysterious trick of the killer. Kuze, the chief warden of a private fortress prison, is also pursuing the killer secretly. One day, a junior high school girl Main gains a psychic power and gets involved in the case.
Kiss and Cry project was first announced in 2004 (if I remember correctly).
